"Congress has not functioned properly for several years," he said. "We're not moving legislation to the president's desk. I believe [Senate Majority Leader Mitch] McConnell is committed to re-establishing what they call regular order, taking amendments on the floor, sending important legislation to the president's desk."
Tillis said he thought bipartisan cooperation was possible after some contentious years on Capitol Hill and said he wanted to work together to find solutions.
