Sen. Thom Tillis (R-N.C.) asked Johnson what can be done to help employers that were harmed by the recent shutdown of the H-2B low-skilled, nonagricultural guestworker program.

Tillis recognized that there are no more H-2B visas available for FY 2015, but he asked whether the DHS can work with Congress to offer some relief to employers that may be seeking the visas for FY 2016.

“I am interested in having a more comprehensive discussion with Congress about lifting a number of caps on green cards and addressing, in a more comprehensive way, a number of ways I think our immigration system needs to be fixed through legislation,” Johnson said. “I think this could be one of them.”
