As things stand right now with the proposed rule, Tillis says it appears the only way to stop the rule in its current form is to cut off the money:
“You have to do it in a way that we can convince citizens that there is a need for regulations and say what Congress is asking for is reasonable and put the President in a position to decide if he wants to shut down the funding of certain agencies. And provide money to certain agencies with the caveat that they will do things differently. If we do that the other advantage is that we will see positive economic results.”
