Senator Thom Tillis, (R) North Carolina, is urging congress to pass the Comprehensive Addiction and Recovery Act. The measure will help state and local governments battle the heroin epidemic by providing funding for more resources. CARA is a bipartisan measure. Western North Carolina has the highest concentration of overdose deaths in the state.
